County lists stimulus package requests

Two days after the county released the total value of its requests for federal funding from an expected economic stimulus package — $102 million — a statement from Mayor Bernard Carvalho’s office yesterday detailed the 27 projects that are being considered by Hawai‘i’s Congressional delegation.

In a series of documents, the county described 10 of the projects as being top “priority.”

Those projects, which total more than $60 million in cost, include the $9 million lateral expansion of the Kekaha Landfill, the $12 million expansion of the Waimea Wastewater Treatment Plant, and nearly $27 million for site acquisition and infrastructure development for an affordable housing site.

The development of that project will cost an additional $70 million and was not included in the request.


In a Saturday press release, Carvalho said, “These projects will create jobs now and will provide badly needed infrastructure upgrades that will allow for future economic development.”

According to the release, Congressional members — Senators Daniel Inouye and Daniel Akaka and Representatives Mazie Hirono and Neil Abercrombie — indicated to the mayor that they have no guarantee when or if additional economic stimulus funds will be released; however, they wanted to be prepared to take advantage of short-term opportunities as they arise.

Hirono spent time on Kaua‘i last week, and told The Garden Island she was asking Carvalho and other mayors for their requests for federal funding. An aide said Hirono was looking for “shovel-ready” projects so the money could be put into the local economy as quickly as possible.

The full list of Carvalho’s proposal follows:

Priority projects

• $12 mil — Waimea Wastewater Treatment Plant Expansion

• $9 mil — Kekaha Landfill Lateral Expansion

• 3 mil — Wailua Golf Course Maintenance Building

• $3 mil — Bus Fleet Replacements and Expansion

• $2.2 mil — Parks ADA Access Barrier Removal

• $2 mil — Outdoor Sports Lighting Conversion for Energy Efficiency and Shielding

• $2 mil — ’07-’08 County Road Resurfacing Project

• $1.2 mil — Levee Projects - Emergency I-Wall Repair and Levee Certifications

• $660,000 — Emergency Reinforcement of Opaekaa Bridge and Puuopae Bridge

Other projects

• $5 mil — New Kealia Fire Station

• $5 mil — Historic County Building

• $5 mil — Revolving Energy Loan Fund for Small Business

• $3.8 mil — Lydgate - Kapa‘a Bike Path and Associated Facility (Kamalani Pavilion) Repair

• $3.5 mil — Lihu‘e Town Water Main Replacement

• $3 mil — Kaehulua & Apopo Roads Water Main Replacement, Phase II

• $3 mil — Waimea Canyon Drive Waterline Replacement

• $2.5 mil — Waimea Town Watermain Replacement

• $2.5 mil — Aliomanu Emergency Road Repair

• $2 mil — Islandwide Playground and Recreational Facility Improvements

• $1 mil — Bus Replacements

• $1 mil — Wastewater Laboratory Renovation

• $805,000 — Jobs Programs - Employer Outreach and Labor Pool Expansion

• $700,000 — Kilauea School 12-inch Waterline Extension for Fire Protection

• $600,000 — CDBG Program Expansion, Including Programs for First-Time Homeowners
